The AFC South enters the final day of the negotiating window with more unresolved questions than any other division, which is consistent with the AFC South's history of offseasons that look unsettled on paper and clarify slowly through the spring and summer.
Houston, the division's dominant organization over the past two seasons, is operating from a position of roster strength that allows genuine selectivity in free agency. DeMeco Ryans' staff has been focused on depth additions at linebacker and edge rusher rather than headline moves, which is the approach of an organization that believes its core is already built and needs to be reinforced rather than rebuilt.
Indianapolis, which entered the window with the clearest position-group needs in the division, has been active across multiple areas. The Colts' organizational priority is protecting their investment at quarterback, which has meant emphasis on the offensive line in the window's first phase — consistent with what Shane Steichen's staff has been communicating internally since January.
Jacksonville enters the window in the most interesting position in the division. Liam Coen's 13-4 debut season created expectations that the roster is now being measured against. The Jaguars have cap space and a clear system identity, which gives them the profile of an organization that could make a significant addition. What they've actually done in the first two days is measured, which either reflects deliberate patience or a negotiating strategy that will produce activity in the window's final hours.
Tennessee, operating under Robert Saleh in his first AFC South offseason, has been the most aggressive spender in the division — which reflects a new staff's natural urgency to reshape a roster quickly. Whether the moves improve the team or reflect the premium that comes with impatience will be evaluated in October.
